  In IE11, use the option "Save as" and specify the location / folder you want to save the download. Once the download is complete check to see if the downloaded file is in the specified folder.

  I think that you have found the cause and the solution too. You have moved a file to a location that is hard wired in your program. If there are multiple calls instead of tweaking with the path then try to replace the file that you moved to the required location.
