Downloaded update, but refuses to install

A few days ago a window pops up saying that IE 8 was available, I went to the Download Center and downloaded. Then, he says that he has been downloaded and installed without the latest updates. I went to the center of Microsoft Download and downloaded the latest updates. Downloaded and installed an update, but it cannot or will not install the "day of security for the Microsoft.NET Framework, Version 1.0 Service Pack 3 (KB928367). I was doing research and someone else posted a possible solution to your problem.
Please see Sohail Patel suggestions below:

To successfully install the update, uninstall all versions of the .NET Framework on the computer, and then reinstall all the versions of the .NET Framework on the computer. You may need to work through more than one of the following methods.
Method 1: Manually remove and reinstall .NET Framework

To remove and reinstall .NET Framework manually, follow these steps:

1. remove the .NET Framework.

a. Click Start and then click Control Panel.

b. double-click Add or remove programs.

c. Note each version of the .NET Framework is already installed on the computer. Then, uninstall all versions of the .NET Framework.

d. When you are prompted, restart the computer.

2. use the Windows Installer CleanUp utility to clean up the State of MSI database for all versions of the .NET Framework.

.      Download the Windows Installer CleanUp utility. The following file is available for download from the Microsoft Download Center: http://download.microsoft.com/download/e/9/d/e9d80355-7ab4-45b8-80e8-983a48d5e1bd/msicuu2.exe

a. install the Windows Installer CleanUp utility as an administrator or a user account that is a member of the local Administrators group.

b. Click Start, point to all programs and then click Windows Installer Cleanup.

(c) in the Windows Installer CleanUp utility, remove all Windows Installer for the .NET Framework applications.

3. restart the computer.

4. download and reinstall all the versions of the .NET Framework that were previously installed on the computer.

Note When you have reinstalled all the versions of the .NET Framework, you can use Windows Update to check for the updates of the .NET Framework.

The .NET Framework cleanup tool removes the .NET Framework for you. For more information about how to obtain and use this tool, visit the following MSDN Web site:

In this scenario, you use the cleanup tool to remove the .NET Framework 1.1 first and then use the cleanup tool to remove the .NET Framework 2.0. After you remove the two versions, you reinstall .NET Framework 1.1 and then install the .NET Framework 2.0, in that order.

    When I tried to get help via the MS support, I was told that my install Silverlight could be the problem and uninstall all previous versions and install a new one.
    The current version on my machine is 3. something or other (Google Chrome me briefly earlier, but I can't seem to tell me yet again!) He also pointed out that the current version is 5. something or other.  However, I don't know--according to the functionality of uninstall in Control Panel - my version was installed on 21/01/2010 - about 7 months after I got the satellite (a Toshiba). It occurs to me - as it has been ongoing for awhile I fought first to make this thing work and then ignore it (neither of which, it seems, I am able of!)-update Windows is trying to apply can be updated too!
    According to the update of Windows, all three of these updates have downloaded - but I am not sure where...   When I tried to uninstall the old version of Silverlight, Windows Uninstall (via Control Panel) tells me that I need the Silverlight installation disc to go ahead.   • Windows 7 I can download applications, but can not install internet begins

    I upgraded to windows 7 and activied Microsoft security virus app too... now I have problems. I can download apps, but impossible to install their... internet itself emerges...     What Microsoft security virus app?  Is it only Microsoft Security Essentials?  Another may be a fake anti-virus, especially if it signals you infections and wants that install you something.  It is a scam.

    If this is Microsoft Security Essentials, then uninstall it from the control panel and immediately reinstall from Microsoft Security Essentials.

    Check your control panel > programs and features for what you only install and know to uninstall these now.  If in doubt ask back.  The only necessary tools which guarantee the best performances are in clean reinstall Windows 7

    Download, install, update and run full scans with Malwarebytes free Version

    and AdwCleaner , which will confirm whether you are infected or not.

    Then run file System check (SFC) Scan and repair the filesystem - Microsoft Community.

    If necessary put in Safe Mode with network to get the above done steps.

    Ask questions back if necessary and report back all results for possible further steps.

    Do you by chance have Google Desktop? Some users have reported interference problems in Winodws 7 while using an older version of Google Desktop.
    Try to uninstall it if it exists.

    Are you experiencing the problem only with the Office updates or Windows Update as well?
     
    Updates do not settle due to several reasons, we can try to interfere or if the download is incomplete, damaged installing Office security software etc.
     
    Method 1:
    Try to install the updates one at a time and check the result.
    If it fails, perform a repair of Microsoft Office 2003, and then try to install.
     
    Method 2:
    If the repair fails, try restarting your computer in a clean boot, and then try to install the updates one:

    Note: Check that you restart the computer in normal mode when finished troubleshooting
     
    Clean boot is made to disable all programs start and 3 services of third parties on the machine and check if they are in conflict with the Office program.
    If so, you can disable unwanted software, who come into conflict with the suite or get updates
     
    Method 3:
    If it still does not work, use the Microsoft Fixit to remove Office 2003. Once removed, restart the computer, and then reinstall the suite Office 2003. Now try to install the updates and check the result.
    Note: Make sure you have the installation media and product key for the suite Office before uninstalling.

I know that there is a supposed to be available to target exactly this problem - https://support.microsoft.com/en-us/kb/981214 fix - but the fix refuses to install, probably because the fix itself is quite old and does not seem to recognize the latest versions of the drivers usb*.sys on any instance to date of Windows 7.

    I have tested and confirmed this problem on two different mobile-class workstation laptops from different manufacturers, both based on Intel 7 series / C216 QM77 chipset (Panther Point) and using the integrated chipset USB host controllers to connect to the audio interface (a 18i20 of Focusrite Scarlett). One of the laptops has EHCI and controllers xHCI routed to different physical ports, the other laptop has all the physical ports connected to xHCI; It might be interesting to note that the problem seems identical to the audio interface is connected to EHCI or xHCI. All other possible causes that usbport.sys were eliminated by a careful configuration and the measure, i.e. There is no limitation, no turbo CPU, no CPU C-State, not of processor HyperThreading, no food, no virtual memory paging management event, not even any SMI (System Management interrupt) passes, everything boils down to usbport.sys hogging the CPU.

    It would also be interesting to note that according to Intel, there are a bunch of bugs known to host USB controller Series 7 / C216 chipsets, one can find an Errata section detailed from page 15 of the document Spec update - http://www.intel.com/content/dam/www/public/us/en/documents/specification-updates/7-series-chipset-pch-spec-update.pdf

    Could this problem hogging CPU actually come from bugs in the hardware host controller USB drive operating system driver nuts? Or it comes from a bug unrelated in the OS driver? And what happened to the existing of the fix, why he refuses to install the operating system to date and how is the same old problem suddenly reappeared on automatically updating Windows 7 systems?

    It is in any event, that my most sincere and humblest hold like a paying customer for a hotfix update fix this if possible, one that is truly committed to settle. Without corrective work, Windows 7 machines are quite useless for all serious audio work. I also feel that I speak not only for me but for all members of the global computer audio community who are trying to use Windows 7 with audio USB.

    Just upgraded my Windows 7 Professional for Windows 10 Pro and the issue hogging CPU is now gone - no pics no CPU more, more dropouts no audio USB. (It would still be nice to have a fix for Windows 7 someday, too)

    Tip: Insert your office (2007? 2003?) CD into appropriate bay before installing next attempt... or run a repair or even uninstall/reinstall Office.

    Tip: If no joy, see if you can download the "fullfile" version updates via http://www.microsoft.com/downloads/ or http://catalog.update.microsoft.com/ and then manually install / them.

    ·         The updates are installed successfully?

    View the history in Windows Update in Control Panel window, or go to installed updates:

    Open installed updates by clicking the Start button, click Control Panel, click programs, and then under programs and features, click view installed updates.

    Follow the steps in the article.

  • C drive crashed. Reinstalled Adobe design CS5. OK installed and activated. But now the downloaded updates will not be installed.
