  I don t use a Toshiba DVD player so I think that I can help you, but I use VLC media player to watch DVD s. It of a small video player that can play most audio and video files. It s really nice tool and freeware. You should try it too! ;)

  I have this computer (HP Pavilion) about 3 months ago. It already came with windows 8 when I got it, is not a recent issue of download. When I put a game disc in the DVD drive for installation, it is yet to report an error, simply, it does not recognize the disc. I tried with a DVD film as well, and it's the same thing.   First of all, this looks like a hardware problem. I mean the lens of the drive cannot calibrate in the right position and would have problems.
  In this case the player would not be able to manage different CDs or DVDs.

  But first, you should try this
  Access to the registry and try to remove the Upperfilters and Lowerfilters completely from the following registry key values:
