Explorer Internet works in the background, even with Firefox by default; How to disable

When the start menu open IE, IE connects to Juno and is locked with two menu bars.
Is there a way to keep closed IE?

I'm a bit confused. You mentioned that you have open IE in the Windows Start menu. Was there a special reason for this, or it is by chance? You can move shortcuts in the start menu so that they are more difficult to click by accident. Unfortunately, I don't remember Windows XP very well, but in general the folder that contains the icons to your Start Menu would be around here (a combination of the two):

C:\Documents and Settings\All Users\Start Menu
C:\Documents and Settings\your-username\Start Menu
