  Method 1
  Check if your video card is able to use DirectX 10 or DirectX 11
  If you are sure that your video card is able then, reinstall DirectX.
  Follow the steps mentioned below to check
  a. press the windows key + R and type dxdiag.exe in the Run dialog box and press ENTER.
  b. check if there are errors reported by the tool.

  It may be that there is a problem with directX installed on the system. I suggest you download and install the latest direct X version from the website mentioned below.

  Eventually, you could try upgrading the ram of your machine. But it all depends if your motherboard can accept 4gig, if it has slots for free etc.

  If DirectX is up to date - you have a Direct X 10 graphics card? Just Cause 2 does not work on Direct X 9 graphics cards (perhaps the only game so far that will not use DX9) or Windows XP.

  I saw this error for a long time with Windows XP Home edition. In my opinion it has nothing to do with SP3.
  My experience says that you will not be able to solve this problem. There is something wrong in the registry entries and reinstalling will not help.

  One method can help, OS install new one, more radical using recovery media.
