  It appeared in the file Explorer, 2 days ago under/c:/users/ME... and it added a shortcut to itself in the Favorites section in the file Explorer.

  I deleted the favorite and the folder, but the next day, when I turned on my laptop, both were appeared again.

  Same thing again today.

  Is there a way to permanently delete the folder, or at least stop the favorite shortcut to reappear?

  The simple solution was presented above by Oskari Oksanen, just change the location of the file of CC users files / your name to another folder.

  It is not the perfect solution, but it's fast and easy.

  I don't understand if you're talking about the creative cloud Packer, which is used to create deployment packages or the creative Cloud Desktop Application that is used to install and update applications on office services and access.

  Creating cloud packer is available from the deployment Enterprise Dashboard, site Licensing tab or the creative teams of cloud portal.

  The creative Cloud Desktop Application can be downloaded to desktop applications Adobe Creative Cloud | Adobe Creative Cloud

  Both are compatible with Windows 10.

I use illustrator and design and that was a big learning curve.  I don't want to download the photoshop cc all, immediately.   Items are not part of creative cloud subscription, this is why it is not possible to download or activate items compared to the creative clouds. If you want to access, you may need to purchase the license separately.
