How can I fix a corrupt Windows Defender?

I can't uninstall Windows Defender, because it is not listed in the list of programs and the .exe is missing in the file, so I can't do it manually, or the other. I tried to reinstall, but a message pops up that it is already installed on the computer. How can I fix Windows Defender?

Are you running MSE or other antivirus/security programs stop Windows Defender running?
