How can I temporally tell-able wall of fire in order to load a certain website?

You should not have to disable the firewall to access a Web site and doing so exposes you to risks. That being said, to turn off the Windows firewall open Control Panel > Windows Firewall (or depending on your operating system security center > Windows Firewall) turn on the Windows Firewall off.
