How to add a program icon (not app) on my desktop?

As far as I can see the advantages for Windows 8, I still need a bit of the old feature of Windows.  I have looked everywhere and tried everything to add the icon of a program on my desktop instead of just the start page.  Someone at - it ideas from everyone?

    Some AV products have obtained quite complicated that add/remove programs is not the recommended way to remove them, so some companies have developed their own removal procedures and some have special programs to manage their affairs.

    I am running Windows Vista Home Premium with the administrator account.
    For some reason, I need to add "Debug programs" privilege to my account.
    To be more precise, I use a little program called Daphne. It's a kind of replacement for Task Manager (watch and process management and a few other useful features). But whenever I start to Daphne, a small window pops up telling me that Daphne has need of privileges "Debug programs" in order to show the list of all the processes. There is possibility to go, by clicking Yes, the button for the site where the process of adding user rights is indicated in a very understandable way (http://www.drk.com.ar/docs/windows/adding_user_rights.php).
    Here it is:

    To see the list of complete process on Windows XP or more, you may need to add the privilege "Debug programs" to your user account.

    1. run the "local security setting" administrator by typing "secpol.msc" in the race... possibility of yout menu start.

    4. double-click on the option "Debug programs" in the right panel.

    Very clear indeed. But I am using Vista, if these instructions became unusable for me. I'm stuck at the first step: when I type "secpol.msc" in the run dialogue box I get the message saying "Windows cannot find" secpol.msc'... etc. "" of course, I've tried other solutions but I couldn't find even something similar to the element "Local policies", let alone "User rights assignment" or "Debug programs" option.

    I appreciate your trying to help me, but if you had read my post carefully, you'll notice that I already said that I couldn't use "secpol.msc" because when I type secpol.msc Run... dialogue and press ENTER, I still get the same message:
    "Windows cannot find"secpol.msc". Make sure you typed the name correctly and then try again."

    So, is there another way to access the local security policy?
    Maybe "secpol.msc" runs under Windows XP, but I'm on Vista Home Premium.

    With regard to your recommendations to use some different programs for the management of the process - I'll check out them.

    When I bring up Add/Remove Programs, I have two entries that correspond to the two programs that are no longer on my drive.  When I click on the Add/Remove button, nothing going on other than the refreshing window.  When I try to use the Windows Installer Cleanup utility, I'm not either of the programs in the list.  I think (it's been awhile now and I didn't keep any notes) that they have been installed from Visual Basic 2008 Special Edition.  While this does not seem to hurt, it's annoying because I want to test the installation and am constantly adding and removing programs. b

    I myself have sought a solution to this problem and have not found one solution viable, other than having to click Date & time whenever you want to place a stamp in your notes.
