How to clone a mini ipad to another ipad mini

My wife has an iPad Mini 2 who was never connected/synced with iTunes. We bought an iPad Mini 4. I have will inherit the Mini 2 and it will use the Mini 4. I shall then later installation/sync the 2 Mini as I do with my other devices.

If, before you do the above, I synchronize its Mini 2 attached to his computer and select backup to iCloud can I then join its Mini 4 and 'restore' to iCloud and you end up with a * clone complete and total of all information/apps/settings, etc. found on its Mini 2?

Will iTunes not being bothered that it restores to a different device that he had saved from?

Simply take one or the other - backup on iTunes or backup to iCloud. You can do both, though, to ensure that the data is safe.

The goal of backups is to do so only when necessary, restore to a new device and be back where you were. When the iTunes backup make sure you encrypt to record all your network/email/etc. passwords.

You may need to update the new iPad before a restore if the iOS version is earlier than is on the current iPad. You can restore an earlier backup of iOS but not the last.
