As you have indicated, Group Policy Editor (gpedit.msc) is the necessary tool to disable the cache of thumbnails, which is enabled by default. Unfortunately, group policy exists only in the professional and higher editions (Enterprise and Ultimate).

Saying that, it is not dark as gpedit is not present - use Disk Cleanup (click Start and then type cleanmgr.exe) to remove the thumbnail caches accumulated over time, which is an approach recommended, even if you have access to gpedit.

Note that it is not recommended to disable the thumbnail cache; When you navigate without thumbnail cached image files it would take long to list the files which, otherwise, would read tiny thumbnails of thumbs.db - a "tiny" file Indeed, thumbs.db accelerates image file listing when the miniature display is active.

    In Windows XP, Win2K & Win2K3 the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show hidden files and folders under start | Control Panel | Folder Options icon | Opinion, or in Windows Explorer. Tools | Folder options | View.

    With OE closed, find the DBX files for the items in the Outbox and sent and delete them.  New ones will be created automatically when you open OE.
