    You can make a registry change using the following key:

    • Right-click on the WindowsWelcomeCenter key and select Delete.
      Reboot your system.

    You have the choice to disable the pointer of the ps2 that is touchpad.

    I have a new HP laptop with Windows 8.1. I HATE the charms bar. It is very annoying.
