EDIT: I GOT IT! Browsing the internet, I came across this answer:

Find a copy of rundll32.exe in the folder c:\windows\system32\dllcache or c:\windows\servicepackfiles\i386.
If you find it, go ahead and copy rundll32.exe in the c\windows\system32 of the system folder.

Otherwise you need a windows disk to extend this fichier.* *.

I have dd a search on my computer for the file "rundll32.exe" and he came in two different folders on my hard drive. But it MUST be in c:\windows\system32 (file there lack of). I found the file in the folder dllcache as shown above, then simply copied and pasted in the system32 folder. And WALLAH! Problem solved and control panel and all the rest works just fine now!
