  The best way to do it would be to learn now to use Adobe character animation. Simply design a work in layers so that the different sounds are on different layers.

You can also use audio levels to trigger the movement. Using this technique you can divide the image in the upper lip, lower lip and then use expressions to drive to position distortion tools.
