  I used Adobe Muse since the day it first came out, I played with the timings and effects of scrolling a lot. Tumblr landing page scrolling is very nice, I can see why you want a similar effect. Something similar could be created using the scrolling in AdobeMuse effects, especially if you familiarize yourself with the scrolling of the transparency. Start with a color block simple try it scroll up to double speed, then add items to the next page with the scrolling transparencies.
