How to remove mscoree.dll?

Hello

I'm looking for a way to delete the mscoree.dll file in the System32 folder in windows 7. At this point I don't mind if the removal of this file is the worst thing I could do I want to just delete it and if it breaks everything will just reformat my computer.
Now that it's more with how remove this file.
(1) I tried to use my account (which is admin) and I was told I couldn't and he needed permission Trustedinstaller form.
(2) I tried to change the permissions of the file but the 'Add' button and the other options are shaded out and unusable.
(3) I tried to cancel the registration of the library and then delete the file but still I could not delete the file.
(4) I turned on the built-in Administrator high account tried to delete the file or change its permissions, but it did not work and options are grayed out.
So, how to remove this file?
Yet once I don't mind if it's a very bad idea, and I'd rather not have the questions asked of the subject to justify my motivations to delete this file. I really want to just this missing file. How can I remove it?

Update:

I managed to change the permissions via the high command prompt using the commands 'takeown' and 'icacls '. Still will not erase if.

    Go to http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx and run Autoruns and click all.  Find applesyncnotifier.exe or corefoundation.dll and when find you them unxheck the box to prevent them from start to start.  Check the entire list as there may be several entries.  When you're done, click OK and restart.   The message should be gone.
