How to stop windows from blocking picasa 3? where are windows security settings?

I keep trying to get picasa 3 to download. all the information is blocked by windows. you will have to restore the Windows security settings? where are the windows settings so I can stop blocking the information wheat? Please answer

    The library is in fact that index files and in showing them, not actually recording a copy I think. With Explorer open where you can see libraries, choose a category from the left such as the images pane and then right-click and choose Properties. In the window that opens, you should see your C:\ User\Pictures folder that is listed in the index.     Once you are in the repair screen...

    Type this: CHDIR $NtUninstallKB977165$ \spuninst
    Type this: BATCH spuninst.txt
    Type this: systemroot
    Type this command: exit

    You can also do this with a Hiren's BootCD, except that you will need to open the file spuninst.txt manually and copy each line, paste it into a command prompt and let each line.

    I have Vista SP2, fully implemented to date. Processor 3 Ghz, 2 GB ram.  I have my windows updates set to automatic at 03:00.  These always install at 03:00 or when I select Install.  The problem I have is that these Windows Defender updates install immediately as soon as my pc starts or soon there after.  They seem to be ignoring my settings of windows updates.  It really drives me crazy because I have to wait and stop what I want to do both.  Windows defender updates slow down my pc or freeze the programs sometimes while I'm trying to use the pc.  Same IE9 sometimes freezes because of them.  Sometimes, I have to restart the pc to make it work well. They scan as soon as they install and they install as soon as they are published.  They are supposed to be for help, not to make my pc use miserable.  How can I make windows defender updates obey my windows update settings?

    What you describe as gel application hangs, looks slow performance software conflicts such as those that occur between contradictory antimalware programs.

    I no longer use Windows Defender because of the risk of conflicts and problems with MSE.  I know people who have asked for advice in the forums etc who have had similar problems that you and their options were to uninstall or disable Windows Defender or uninstall their existing such as MSE, Norton, AVG, AV program.  Uninstall Windows Defender is not necessary, eliminated the problems of error messages, etc.

    Microsoft is pushing out 8.1 victory to all users.  Not to have happen, the only easy is to not upgrade using windows updates.  This is NOT recommended.
