Why do you think that someone is watching your computer use? One would have to have
loaded tracking software (trojan) on your computer or have access to the source of the network

    I "removed" control Panel\Manage wireless networks, but it keeps reappearing in the list of available wireless networks to connect to.

    Try this:

    Go to control panel > Classic view > Network and Sharing Center > customize > merge or delete network location > highlight the network, and then click on remove.
