Start by drawing your circle. Drag the ruler guides (here dotted lines) so that they snap into its Center C.

In order to take account of the OA line across the circle just use the Reflect tool. Select the line, an Option, click the horizontal guide and copy reflect across the horizontal axis through the dialog box.

First of all, you need not use CFOUTPUT in a CFQUERY (or most / all other CFtags)-CF knows.
Second, you need not complete a list for an 'IN '. Unless you use a dark database is not MS - SQL, MySQL or Oracle. And you already know that CFQUERYPARAM has an attribute from the list.

You can search, what how OBIEE can pass data to your JS library.
A simple answer, usually a narrative view to create a JS object/array and pass it the values. There are many posts online, just don't google OBIEE and Highcharts but more of OBIEE and javascript or OBIEE visualization 3 rd-party (D3js, Google chart etc: still way to do things - pass values of OBIEE in the JS code).

Because your table is not a tip so table using a submit button approach will not work because it won't give you rank of reference and you will not be able to enter the id of the corresponding command line, instead you use an icon of the image, which can be created through customization.
