My HP psc 2210 won't ring when sending a fax.

There is the fax tone, but there is no sound.

It seems to meet the incoming faxes, but will not send outgoing faxes

A few weeks ago there were thunderstorms, which invalidates one phone on one line different & damaged a computer by a power surge.

Is this likely to be the problem with my fax?

If so, it is economically repairable?
