  You'd better post in the Windows Live Solution Center-Hotmail like that is dedicated to Windows Live Hotmail.

  I could open your Explorer of files and go to C:\Users\Vanbee (or any folder of your user name), then right click on the folder on the desktop it there and go to properties.  On the Security tab, make sure that you have a full control on the folder.

  If he has problems with the update or the permissions then simpler is to download the full version and trash the version currently installed to do a clean install of the new version.

I put in the first disc of the Media Center and it worked very well. He told me to delete disk1 when he did and install service pack 1 disc. There is no such disk included.
