  After the last update El Capitan (April 16), Safari has been slow. For example, goes from one URL to another usually take one or two seconds and takes up to 15 seconds.   Troubleshoot the Safari plug-ins... (not the same as Extensions)

  Go to Safari > Preferences. This time select the tab Security Deselect: plug-ins Allow. Quit and restart Safari to test.
