  There is a known issue with iOS 9.3 and there is still no specific treatment. The ideas below can help, or they may not. The problem is most likely on the end of Apple, which means it is not much end users can do until it is resolved.

  Some have suggested to go to icloud.com, sign in with your apple ID and remove your device from your cloud account, and then try to activate again.
