  Since it is a subject as serious please would mention what exactly the error message to avoid any misunderstanding about the advice you are given.

  A Bios license message seems to make no sense as long as the bios is a piece of hardware that is part of the motherboard of your computer.

  You cannot use the Express upgrade from Vista to WIndows 7 - you must use a full upgrade disk.
