  This issue 3313 is caused by using old f4fpackager and have a long license code. New update package manager might solve this problem.

  Please try the following: steps:

  > Activate the hidden on Windows 8.1 Administrator account (Ref: http://www.howtogeek.com/howto/windows-vista/enable-the-hidden-administrator-account-on-wi ndows-vista / )

  > Disable all non-Microsoft-start Services. (Ref: http://helpx.adobe.com/x-productkb/global/disable-startup-items-services-windows.html )

  > Disable all Antivirus software like Norton, McAfee etc temporarily from the computer Mc.

  Reboot and try to install in the new active Admin user account and check again.
