Safari near force by double clicking the home button. Browse the overview I for Safari upward and out of the screen to close. Unique then press the home button to exit the mode.

Then, go into the settings, safari and throw your history.

Force your iPad to restart for good measure. Press the sleep and home for about 20-30 seconds. When you see the silver Apple, let go and let it restart and see if it goes further.

If it is not, or if it displays when you play a game, then it's an app announced that the developer needs to do something. Of it, it reappears or appears on other devices, you may need to review your router and see if it's picked up some malware.
