I have a Dell for Office 2007 Pro OEM license, which came on a new XPS from Dell system, I bought last year. I would like to install this product on a new Dell laptop. The license allows me to do this?

The CD-ROM of Office Pro 2007 said "only authorized for distribution on a new PC." The laptop, which I intend to buy would be a new PC. It's ambiguous, because it could mean any new PC rather than on the new PC, it came on.

Microsoft used to allow a product to be installed on the desktop of a user and laptop computer. Is - it is no longer the case?

Not with an OEM edition, which is expressly limited to a single PC.  If you turned on the old notebook, it's a single PC.  However if you did not activate it, you could get away with it.
