  It may be also that the original owner is no longer cares. If (s) he bought a new computer, they will have a new version of Acrobat anyway and AA6 is not extensible. If I wouldn't worry about it if you can't turn it off. I have never tried to disable (I run the business versions that do not have the activation step, but requires a license for each facility fee), but I am surprised that you need a password to turn off.

  This isn't true at all. In fact, the specific problem of this user has been resolved when they discovered that someone has added a password security policy to their files. See: How to get and use a password that works to open several documents in Adobe Acrobat Reader DC?

  If you add the password to your files yourself and then forgotten, then there is nothing that can be done using Adobe software, however.

  This can be done with Adobe Reader but is not able to apply (or remove) a security strategy for PDF files.

  But if you have a number of activation problem on your new pc, adobe support can reset your number of activations.  It might be easier (if you can) to reinstall on your old computer > activate > disable > uninstall, contact adobe support.
