  Try to compact and repair the database and see if that fixes the problem (see www.oehelp.com/WMUtil/).  If not, then look for antivirus or other 3rd party program interference (see www.oehelp.com/OETips.aspx#3 of many antivirus programs are not compatible with WinMail).  But suffice it to compact and repair the database could solve the problem.

  Just to let you know I was trying your solution and noticed windows loading a few updates (19). I let windows 7 do its thing and restarted the computer and now it seems that my audio program WaveLab Essentials 7 working again. So I go back to the old saying "don't fix if not broken".   What are your system specs? FO3 will run on Win7 with compatibility for spe SP or sp1 for Vista.
  There are also one couple of other fixes not related to Win7.

  It sounds almost as if there is a Windows update that is in conflict with your NVIDIA Driver Installer.  I would say to disable automatic updates of Windows to see if it might help:
