  You can delete the places.sqlite file and any backups JSON in the bookmarkbackups or move them to another folder if you want to keep a copy.
  
  Then, you can import this HTML file.

  That's ok. You can restore from a JSON backup bookmarks in Firefox. Other programs can not handle this format, so don't try not to open the file with another program.
  
  If you need to restore a JSON backup, then go to the Bookmark Manager (Bookmarks > show all bookmarks) and go to import and backup > restore.

  In my view, create your own system of managing users from scratch may not be the best way to go here.  First because there are many solutions who already offer this.  And the second, from your description, I would say that it is exaggerated.

  You searched for Email Service Providers (ESP)?  The reason why I ask this is that most give you a form that you can embed or link to it from your own site.  Then, they manage subscriptions, sending and e-mail campaigns analytics.  Let them handle the dirty work while you get off easy.
