    I can bet safely that Windows 7 does not work on an old PC with Windows 98.

    In order to upgrade to Windows XP, you must obtain a disc to upgrade program XP Home which are no longer available. You need to check out a place like eBay and see if you can get a new version of XP Home updated seal.

    Do not buy a used one, or you may have problems to activate the software.

    I suggest that do you plenty of research before doing so.  I did the windows 10 this week and can't get PSE13 to work have spent hours trying to find the help/solution.  Uninstalling and reinstalling did not work. Hours on hold waiting for a MS and adobe reps to help.
