  Please check if still use the keys cursor to navigate through the pages is selected in Tools (Alt + T) > Options > Advanced > general and uncheck. This setting can also be turned on/off by pressing F7.

  You're saying that your physical PC has been compromised or that your account has been compromised?  They are not the same thing.  If the first case, then the best thing to do if you connect is to backup your data to an external device or the cloud (SkyDrive, Dropbox, etc.) and to reinstall Windows, have it reformat your hard drive in the process.

  Desktop.ini is a hidden file, use of Windows operating systems to store folder settings. For example, you have created a music library so desktop.ini will contain the settings to indicate to the user interface to display the files in the folder differently from a normal folder. It will also contain parameters of the custom icons and names.

  You can delete the file if you wish; point negative only consequence will be the loss of these parameters/customization.
