  As you can see in the video, I followed the 'instructions' perfectly exactly, but clicking on the newly pinned icon translates into an 'extra' icon (the icon of Windows Media Player).  Of course, the pinned custom icon remains, of course, but another appears.  And it happens the same on all operating systems that allow pinning to taskbar (7, 8, 8.1 and 10.)   Make sure that you use the actual files, not those in the library view *.
  Right click on the file > properties > high right, customize > down, change icon > (you can do the rest...)

  A better 'toy' is always BitMeter II of Codebox (http://codebox.org.uk/pages/home).  I've used this for years.  Gives you an active icon in the tray system, sorry, Notification area and a floating graphic appear on the desktop with clicks, if you wish.  Does not give you a link to the network properties, but you can leave the old icon here for that.
