  Issue seems to be caused by uninstalling or LR5 not done via the request manager. Uninstallation of Photoshop CC has been processed by Application Manager. Reinstalling Photoshop CC completed at the new location with no problems.

  You can try to uninstall java completely from your computer by using the below given method and then reinstall the same.

  Step 1:

  (a) delete the Program Files folder.

  Location: C:\Program Files\

  (b) remove the common files folder.

  Location: C:\Program Files\Common Files\

  Remove entries from the registry program.

  (a) go to start and type regedit.exe.

  (b) find the underside a place given and delete the folder

  Location: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Java

  Once uninstalled java completely try to reinstall the same and check what is happening.

  I would say that the registry is messed up a bit.

  It fixes some cases of sloppy error due to windows updates, but I don't know if it will fix botched updates to Java.  You need to just try.
