I bought Windows 8.1 online and I downloaded. I paid $149.99,

I have the license key and my computer still under Windows 7. Why?

As you have just downloaded the upgrade, you need to install Windows 8.1. For the clean install of Windows, I suggest you refer to the following article:

How to perform a new installation of Windows

Warning: I strongly recommend to back up all your important files and folders on an external storage device before performing any type of repair operating system or upgrade.
