  Nope. There is no error. I mucked with it, and I think that I finally got to work. I finally understood that it was not save the password and I managed to get the right combination of settings to get this to work. Then, I discovered that I had to open a new tab to really see what was on the other computer. He didn't only appear the same on both computers. It was very complicated to try to understand how to make it work. Pretty frustrating. I don't remember this whole mess with the old system. Thank you for following up!

  I managed to fix it.

  (1) I opened the HTML file with notepad.
  (2) I then went to file > save as >

    -Then changed the file type to, "All Types"
  

  (3) then in file name I named it Bookmarks.JSON

    -The HTML file now saved as a JSON backup and I was able to import it.
  

  However,.

  There is still no patch or reason to explain why the backup HTML does not. I strongly suggest you Firefox fix, as it was highly agitation.

  I just double click on the file (do not running as an administrator), nothing happened (so it wont even display of user account control)
