Internet Explorer does not connect when I have a valid connection.

I have two laptops that are running the 32-bit version of Windows Vista Edition family, one of them has IE8 and the other has IE7.  I have LAN connections to two of them and I can't get to the internet with one of them.  Any help to fix this would be greatly appreciated as this is one of my clients.
I tried the following.
On one of the machines to IE7, uninstalled antivirus, I made them reset default values in IE, patches are up-to-date, I tried the DNS of hot flashes, I have a continuous ping running so I know that the connection is good.  The other machine is on IE8 has Norton anti-virus and is set on how the customer he brought me.  Two of them were cleaned with CCleaner and Malwarebytes.
I can't think of anything other that I hate Vista.  Help, please.

What are the changes so that you have this problem?

Try to ping another website to verify connectivity.

Click Start and type cmd in the box start the search.

Right click on cmd in the list programs, and then click Run as administrator.

If you are prompted for an administrator password or a confirmation, type your password or click on continue.

At the command prompt, type the address of the ping Web site [example: www.msn.com].

Check if you are able to connect to this Web site.

I suggest the following steps to retrieve the Internet connectivity.

At the command prompt, type the following line and press ENTER:

ipconfig / release

ipconfig / renew

If still the problem persists, turn on your Modem and router (if you have one) by first unplugging the router and the modem.

Wait 30 to 60 seconds.

Reconnect the modem, wait until its lights come one and plug in the router. Test. If you can access the Internet.

This should fix the Internet connectivity problem.

    -Have you been able to launch Internet Explorer successfully with no problems before?

    I got an eMachine who was 'slow' that my client wanted cleaned and accelerated. It is Vista Home Basic (without Service Pack yet) and has two users, an administrator and a Standard.     I finally have success.   I searched online and found the following.   It is in fact of Foscam.   A simple click on the Advanced tab and it worked.    Thank you for leading me to search online for details of Foscam.  I hope that if someone is having the same problem that they check here.   Before I was just checking the custom section.  But it's the Advanced tab.

    1. open Internet Explorer 9-> click Tools-> Internet Options

    2. click on the Advanced tab-> find the Security section

    3 activate (check) allow software to run or install even if the signature is not valid

    You should review seriously use IE for anything other than Windows Update. It's a malware magnet. Firefox or Chrome with blockers of advertising would be a better choice.
