I recently bought an iPhone SE from ebay and the prior owner did not market the phone so I can't unlock it ' I have tried to contact the previous owner but had no luck circulate in, is it possible for me to restart the phone without the need of the previous owners of the apple id and password?

You describe - activated Lock, which prevents the use no unauthorized iPhone if it is lost or stolen.
The former owner must remove the iPhone from their account.
If you cannot arrange to do this, you will not be able to use the iPhone. If this is the case, you should return it for a refund or, if your purchase is eligible, consider making a virtue guaranteed eBay refund claim.

Once the device is disabled, there is no way to recover the data, or access a screen to enter the access code. What kind of songs do you have in your Music.app on the iPhone? You can use any song in GarageBand, with digital rights not assigned, no music Apple or bought songs that have the file protected AAC audio file type. Alos, the songs must be stored locally on your iPhone. If you use iTunes game, download the songs first for the iPhone, before trying to use in GarageBand.

When I try to make the recovery mode, it stops and starts upward, as it is supposed to do. But my computer does not read my phone until it is on (as in it goes back to ' iPhone is disabled.) Connect to iTunes). I personally think that it't my computer up, but it never hurts with assistance.

You can also put your iPhone into Recovery Mode by plugging your iPhone into your wall outlet instead. To do this, hold the Home and Sleep/Wake button and do not let go of these until you see the iTunes logo appear after the Apple logo. Once it's on the screen, plug in your iPhone to the computer again, and iTunes will see that the iPhone is in Recovery Mode. Don't forget that your iTunes is up to date.
