  If you are running Windows 7 Professional or Ultimate version, install Windows Virtual PC and Windows XP mode (http://www.microsoft.com/windows/virtual-pc/default.aspx) and run your software in Windows XP.

  If you run Windows 7 Home Premium, try VirtualBox (www.virtualbox.org) or VMware Player (www.vmware.com), or any other software virtualization part 3^rd and install a separate copy of Windows XP (family or professional edition) for this purpose.   Based on the information, you are trying to install and use an old ms - dos program based in Windows-7 Ultimate 64-bit.
