Turns out I've been using Powerdesk (a Dead Ringer for Windows Explorer for maybe 10 years). Disabling the Extension "Powerdesk ZIP" solved the problem. Windows Explorer and PowerDesk (which wasn't too) will work perfectly.

  I know not what affects the tell-abling "Powerdesk ZIP Extension" will have, but I can try to install the software - it is possibly corrupt.
