Latest version of Adobe Flash Player continues to ask 'Allow' and wont play videos

Since the last update of Adobe Flash Player 17, I can't the videos that rely on to play more. Im running more recent Internet Explorer in Windows 7 and everything was fine until the last update of the flash a player couple of days.

The problem is that whenever I go on Youtube for example video is black with small high crosses on the left and at the bottom of the browser, I get the banner Windows me talking about plugins and especially Adobe Flash Player. And I have two options to permit or allow for all. However when I click on one of them the page just refresh and the banner rises again. Ive only been able to watch videos is to uninstall the flash player since at least Youtube works without him. Any site that depends on Adobe Flash Player will not work however. Still issue the banner asking me to allow the flash plugin that never goes away.

I tried to uninstall/reinstall several times without success. When I check the browser plugins I see active Shockwave/Flash.

I saw a post above by someone on this forum ask about it and the answer was that he had answered somewhere else, but unrelated. I can't find that post, so I would be grateful if someone could direct me to it. I thought that there was something wrong with the latest version of flash player (v17) because it has worked well for 1 year back when I installed Windows. It just stopped working a couple of days, at the exact moment before the new flash installed.

First of all, check that the ActiveX filtering is configured to allow Flash content:
