Lost my iPhone

I lost my iPhone yesterday and it was recovered by a person.  I tried to call it less than five minutes to lose it, and someone replied, but said nothing.  Every time after the phone went straight to voicemail.  A few hours later, I went to 'find my iphone' and put the phone in lost mode.  If the person who picked up my phone removed the sim card or restored the phone to factory settings in the time between losing and put it in lost mode, is it possible to always follow the phone again?  Basically, I've operated under the assumption that the phone is off, because if it was pent up I would be notified by the lost mode - but y at - it a chance on the phone is on, but I can't follow him.  And is it possible to find out the last known location of the phone, even if the phone is displayed as "offline"?

Do you have a password on the phone? If this is not the case, the person could use your phone to what you put in lost Mode. However since you find my iPhone activated, there is no way, they can restore to factory before even settings you put in lost Mode. To restore the phone it should have turn find my iPhone is off and they can do if they know your password to Apple/iCloud.
