  Have you tried to run the application as an administrator?  Try, right click on the launcher and choosing "Run as Administrator" and see if that helps.  Also, if this does not work, you can click with the right button on the Launcher, click Properties, click the Compatibility tab and tell him to try to run the game in Windows XP SP2 mode.  See if it works for you.
