  I suggest you to follow the steps and check if it helps.

  Remove and then reinstall the device:

  a. click theStart button, select Control Panel, clickhardware and soundand then click Bluetooth devices.

  b. Select the device that is not working, and then clickRemove.

  c. click Add, press the reset button on the unit (or make it discoverable following the manufacturer's instructions), check the boxmy device is set up and ready to be found and then clickNext.

  d. If the apparatus does not, repeat the previous step. When the device is found, select it, and then clickNext.

  e. follow the remaining instructions in the wizard.

  · Make sure that the device is on and that the batteries should be replaced.

  · Make sure that the Bluetooth adapter for your computer is attached and turned on, and that the device is in use and detectable. If you don't know how to turn on discoverability, read the instructions provided with the device or check the manufacturer's Web site.

  · Make sure that you have installed the device using the appropriate program. If this isn't the case, reinstall the device.

  I have a Pavilion notebook dv7-6157nr and the Device Manager indicates that I need a bluetooth perphrial device driver.  I tried to locate the HP driver downloads driver but the page for the driver returns an error message and will not provide the driver download page.  I'd appreciate it if anyone has a download url for the perphrial dv7-6157nr bluetooth device driver.   You encounter the error code 28 in the device to any device manager if the driver for this device is not completely installed on your computer. I suggest you to update the bluetooth adapter driver and check if it helps.
