  There are apps that you can get to offer this feature. Executive assistant will give you the two functions. You can also install other applications to do this as well. Handcent SMS will give you the feature to remember a new text.

  I think my best advice would be to go to the game store and search for "missed call reminder. This will give you a lot of results for applications that will give you exactly what you are looking for. Try different apps until you find one that works for you.
