I used one in the past, but I forgot the name and where to download.

You can zoom the page now the CTRL key and using the mouse wheel or by pressing on the Ctrl + or combination of keys Ctrl - .

If you want more options, such as a default zoom level, install NoSquint.

    Yes.  Open the Terminal app and type the following command followed by the Enter key or return:

    : write com.apple.Safari com.apple.Safari.ContentPageGroupIdentifier.WebKit2MinimumFontSize - int XX

    (triple click on the line to select it to copy and paste into the Terminal application).

    Change the XX to the font size you want as the minimum font by default.

    Should specify what type of comments you are referring?  A note comment, a text comment or something else?

    You are not able to increase the font size of the text inside of a note comment.

    However, you pouvez change the font size of a text comment that appears on a page.

    1. Hammer on a text comment.
    2. Type the font size on the shortcut menu that appears.
    3. Select a font size.

    The screenshots are from Adobe Reader for iOS.  But the UI in Acrobat Reader for Android is similar.

    Perhaps unchecking (via the advanced under the content tab button) which reads "Allow pages to choose their own fonts, instead of my selections above" will help you.

    Also FYI, when you browse websites using CTRL and "+" (that is, the plus sign) will increase the font size. CTRL and "-" (minus sign) will reduce the font size. and CTRL and "0" (zero) will restore the original font size.
