Msconfig.exe says it's the Publisher not identified

When I type msconfig, I have the dialog box asking if I want to 'Allow' or 'Cancel '. It says "msconfig.exe is from a publication server unidentified". It works fine if I select allow. If I turn off UAC I get the dialog box, and it will run as usual. This also happens with mmc.exe. I count is defined as administrator.

It may just be an unsigned driver.  Update all the drivers on the system by using the Device Manager.

Start > type CMD

Right click on CMD and select run as administrator

Type sfc/scannow

Press enter

Note: There is a space between sfc and / scannow

Use the System File Checker tool to troubleshoot missing or corrupted on Windows Vista or Windows 7 system files

Restart and start typing the F8 key to display the logo of the manufacturer

Select Mode safe mode with networking

Download the following tool and run a scan complete

When you are done, reboot and let Windows load
