How have these songs on your old devices get? Probably from your computer and through iTunes. Same method works for the new iPad, even though you may have to update iTunes to the latest version.

You can copy purchases on iTunes from your computer via file > devices > transfer purchases, make a backup of the iPad, and restore this backup on the new iPad (music, videos, etc. is copied from the iTunes library, not the actual backup, so you will need these items in the iTunes library).

Need a little help I backed up my Ipad Air to Icloud and for my PCI then unplugged my computer and plugged my new Ipad Pro
I created the pro with the back to the top of the Air
but now when I plug the Pro, in Itunes it shows that two connected ipads.
I even changed the name of the pro directly on the machine.
Now it shows me the old and new names and think that two ipads are connectedI'm about to remove Air for ready for sale, but won't do so until I know this weird problem is resolved.

Then connect your new iPad to your computer, let launch iTunes and connect your new iPad, iTunes should display a window where you can select to restore from backup.

I got a new iPad. I have already backed up my old iPad to iTunes and wanted to put in place the new iPad to restore this backup data. If you use another Apple ID you should just start fresh. Choose "set up as new" when you set up. If you mean content itunes or more by 'everything' then that won't transfer via. This content is related to the Apple which bought ID.
If you talk about the General data (photos, documents, etc.) then you can sync on the new device when you set up.
