Must the recipient have an account to log in?

I have an Adobe EchoSign account and sent a document for people to sign.  One person had a problem.  He'll try again.  I wonder if this person must have an account in order to sign and return.  I know that when I've used up my free trial to send 5 documents, he just kept the blow me to another page without being obvious I had to upgrade my account to continue.  But it's me as the sender.  The recipient must have an account, for example a free trial?

By default, the signer didn't need to have an E-Sign account to sign the documents. They receive an email and click on the document link to open and sign it.
