my apple ID is OK with oassword and icloud is correct, but when I reset my iphone now activation cannot be completed and said that the id and the paswird cannot unlock

I can't activate my iphone even though I put the apple id and password are correct, but the activation complete

l tried to delete the other pc and iphone and I did when I entered the icloud but the same canoe I activate my iphone.

I have reset the password of my account but I can not activate to process my iphone. ?
